意大利解决债务危机靠"赌"? 博彩业越发火爆

意大利人早以“嗜赌”闻名。而近期有调查发现,当意大利被“怀疑”是欧元区下一个债务危机国后,该国的博彩业越发火爆,ZF也借此抽税获得巨额利益,挽救因债务危机而陷入低迷的经济。
* Y: D# m c* h' i: w, v* U “没有博彩业就活不下去了”,用这句话形容意大利人一点都不为过。排长队买彩票是该国一大风景线,连喝杯咖啡都不忘下赌注,买彩票几乎成了他们日常生活中不可缺少的一部分。! W& u3 I0 b# B
据统计,意大利人口总数达6000多万,占全球人口的比例不超过1%,但该国的博彩业规模已经占全球市场份额的23%。仅在2010年,意大利博彩业总额就高达3680亿欧元。在意大利境内,除了各类正规传统的博彩场所外,被称为“吞钱机”的老虎机就多达38万台。去年,仅老虎机所创造的利润总额就高达310亿欧元,相当于每位意大利人贡献了500欧元。
. ~0 ?- d. h5 u: K Q \: G2 T 这样好赌的民风让陷入财政困难的ZF很开心,他们终于找到了解决债务危机的办法。2009年,意大利国库收到来自博彩业的税金高达90亿欧元,相当于2010年意大利财政预算的数字(89亿欧元)。为了获得更多税金,今年7月,意大利ZF公布了一项措施:允许200家网络博彩中心开业。意大利ZF这一赚钱方式也引来了不少争议。有社会学家认为:“ZF在纵容博彩业扩张,这会给意大利社会带来巨大冲击。现在许多人因为迷上了Dubo而放弃了家庭和工作,还有许多意大利人因为博彩倾家荡产。ZF应该限制该行业的发展,而不是鼓励其扩大经营。”! `0 T+ n4 ?$ d9 a4 y! 对此,意大利一些博彩经营者反驳道:“在正规博彩场所,服务人员都经历过严格的培训,一旦发现滥赌现象,会提醒这些彩民前往医疗机构进行戒赌治疗。”作为补偿,博彩机构每年都会拿出一笔资金支援医疗机构,为“瘾君子们”提供物理和心理治疗。他们称,每家博彩机构都有一个“底线原则”:尽量避免客人输得倾家荡产。此外,许多DC都会通过电子摄像头对赌客进行鉴别,不仅可以防范滥赌者,还可以打击一些犯罪集团的洗钱活动。5 k) T5 P" s& O) P% l- t8 O% w* l
