/ D. ~. X% V6 d W! [( n据澳门日报报道，澳门博彩业界协商结束佣金战不果，终需特区ZF出手平息干戈。澳门经济财政司司长谭伯源8日下午与六家持赌牌博企负责人会谈后宣布，短期内将制订行政法规规范佣金上限为1.25%，不守法者将构成行政违法科处罚款，并会公开其违规情况及处分。

1 K! o# w6 S+ X1 B: X特区ZF与赌业“六大门派”5月21日首次“七方会谈”，原希望业界自律，遵照佣金上限1.25%的“主流意见”经营贵宾厅业务。但月来市场情势显示事与愿违，佣金战似越演越烈。1 ]3 }1 @ w: S$ n
谭伯源8日会后不认为业界协商“失败”。他说，上次会议要求各博彩企业加强沟通，希望达至更广泛共识。之后，各家博企确实加强沟通，谈论佣金问题。一个多月后，业界基本达成广泛、清晰的共识，就是佣金水平一定要管制，且管制是有效的，“特区ZF是听到业界的共识，所以决定通过行政法规去规范。”
9 C) g, ] g' w( V& d; y) Z+ _* `$ f8日会议上，特区ZF介绍了制订行政法规的构想。行政部门将根据博彩法原则，通过制订行政法规，进而发出规范佣金的指引。佣金水平最高为1.25%，包括所有组成部分，如中介人得到的现金回报及其提供中介服务的费用等。任何企业不遵守指引将构成行政违法，会被科处罚款，特区ZF也将公开博企违规情况及处分。; T; G# g! A9 o, O* \, U3 v- z
法规也将订定博企有责任向特区ZF通报贵宾厅业务的经营状况。所有博企均须每月向博彩监察协调局提交报告，讲明佣金的发放情况、佣金水平等。假如博企提供虚假讯息，需要承担法律责任。9 i- g$ l3 X, `/ B& y3 G
特区ZF将尽快把有关法规草案提交行政会讨论，预计在8月完成讨论及颁布实施。法规实施后将有过渡期，让博企与中介人修正之前达成的高于1.25%的佣金合作协议、安排，以符合新的“游戏规则”。特区ZF有关部门也将对贵宾厅的经营及佣金问题加强监察。4 L2 ?# l( A" @+ y
谭伯源指出，由于法规草案仍待行政会讨论，现阶段不宜透露行政违法的罚款额。他间接表示，博企因违法经营而被科处罚款，最大压力不在于罚金多少，而在于这些上市公司要向市场交代。 |
