新加坡金融管理局（MAS）在官网发文称，已最终确定稳定币监管框架。该监管框架考虑了2022年10月公众咨询后收到的反馈。 MAS表示，当受到良好监管以保持价值稳定性时，稳定币可以作为值得信赖的交换媒介来支持创新，包括“链上”购买和销售数字资产。 MAS的稳定币监管框架将适用于与新加坡元或任何G10货币挂钩的单一货币稳定币（SCS）。此类SCS的发行方必须满足以下方面的关键要求： 1. 价值稳定性：SCS储备资产将受到其构成、估值、托管和审计方面的要求，以高度保证价值稳定性； 2. 资本：发行人必须维持最低基础资本和流动资产，以降低破产风险，并在必要时有序结束业务； 3. 按面值赎回：发行人必须在赎回请求后五个工作日内将SCS的面值资金退还给持有人； 4. 披露：发行人必须向用户提供适当的披露，包括有关SCS价值稳定机制、SCS持有者权利以及储备资产审计结果的信息。 只有满足该框架下所有要求的稳定币发行方，才能向MAS申请其稳定币被认可，并贴上“MAS监管的稳定币”标签。该标签将使用户能够轻松地区分MAS监管的稳定币与其他数字支付代币。任何将代币歪曲为“MAS监管的稳定币”者，都可能在MAS的稳定币监管框架下受到处罚，并被列入MAS的投资者警报名单。如果用户选择交易不受MAS框架监管的稳定币，他们应该对伴随的风险做出明智的决定。 % p; y- W* X7 B, O0 l; \: J$ g5 I
