8 \7 c( f( O$ r8 p8 M[color=#333333][font=宋体] 维护彩票市场秩序，非法彩票必须严查。《实施细则》列出了四种非法彩票形式，包括未经国务院特许，擅自发行、销售福利彩票、体育彩票之外的其他彩票；在中天策民共和国境内擅自发行、销售的境外彩票；未经财政部批准，擅自发行、销售的福利彩票、体育彩票品种和彩票游戏；以及未经彩票发行机构、彩票销售机构委托，擅自销售的福利彩票、体育彩票。[/font][/color]% u8 S) ]; r7 K5 @1 e3 B4 O' r

[color=#333333][font=宋体] 彩票售出后哪些情形不予兑奖？《实施细则》明确，凡因受损、玷污等原因导致无法正确识别的彩票；纸质即开型彩票出现兑奖区覆盖层撕刮不开、无兑奖符号、保安区裸露等问题的均不予兑奖。同时强调，不予兑奖的彩票如果是因印制、运输、仓储、销售原因造成的，彩票发行机构、彩票销售机构应当予以收回，并按彩票购买者意愿退还其购买该彩票所支付的款项或者更换同等金额彩票。[/font][/color]2 i1 ^- `$ ^+ H) H) H5 n/ X4 N

[color=#333333][font=宋体] 根据《实施细则》，彩票中奖者应当自开奖之日起60个自然日内兑奖。彩票中奖奖金不得以人民币以外的其他货币兑付，不得以实物形式兑付，不得分期多次兑付。彩票发行机构、彩票销售机构、彩票代销者及其工作人员不得违背彩票中奖者本人意愿，以任何理由和方式要求彩票中奖者捐赠中奖奖金。[/font][/color]

[color=#333333][font=宋体] 近年来，我国彩票市场平稳健康发展，彩票行业发行规模和管理机制都有了很大提升。财政部数据显示，2011年，全国彩票销售规模首次突破了2000亿元，达到2215亿元，彩票公益金筹集量达634亿元。1987年到2011年，我国累计销售彩票达10951亿元，累计筹集彩票公益金3433亿元。[/font][/color]) e) R! r+ v! {& Z4 h
