某售彩网站打折卖双色球 福彩：此行为属于违规

本报讯(记者 倪佳)近日，有读者致电本报记者反映，某售彩网站正在打折销售双色球，购买一注双色球售价1.84元。这一折价销售彩票的行为，陆续引来玩家的质疑。随后，本报记者第一时间与该网站客户取得联系，[b]据受访客服介绍，该双色球促销活动现已停止，不过其他游戏玩法的促销活动仍在继续[/b] 自3月1日《彩票管理条例实施细则》正式施行以来，天朝福利彩票发行中心与天朝体育总局全面叫停互联网售彩已近一个月的时间，包括澳客等近30家网站发布停售通知。然而时至今日，某网站包括双色球、3D等全国联销玩法依旧可以完成投注。不仅如此，该网站还在页面主页打着“打折”的旗号大肆促销。

6 t8 C& k- V7 O" \8 A: a 当被问及网售“禁令”下因何能够继续在线投注时，该网站客户告诉记者，“我们根据接到的通知已经暂停了包括大乐透、15选5等多种玩法，尚未接到通知要求停售的，我们就继续销售。”该客户还直言，网站已经获得南方某彩票销售大省的销售授权，属于合法销售。然而业内皆知的是，时至今日，国内尚未有任何一家公司获得通过互联网销售彩票权限。

[b]一位不愿透露姓名的福彩销售机构负责人告诉记者，折价、溢价销售彩票都属于违规行为 ，无论是实体彩站还是网售行业公司，与机构签订的代销协议中都应有相关规定。[/b] [b]彩民担忧折价票“有水”[/b]

“彩民的心声归结为一句话，就是担心售彩网站‘只出号，不出票’。”某互联网售彩公司运营总监张靖介绍到，“就目前的市场情况来看，如果售网彩站空打彩票，政策上与技术上均缺乏相应的监察能力。但是这类非法操作，大都被运用于快开游戏或是其他奖金较低的小盘玩法，很少有网站敢于在双色球上做出上述‘尝试’。” |
