( m. O; P* e4 `( R王薛红认为，关于网络售彩、电话售彩的规定，8月中旬才开始征求意见，而且要求尽快上报，时间过短。按照《彩票管理条例》的要求，出台《暂行办法》应举行专家论证会和听证会，但都没有举行。
& X, J! l1 G, t: p王薛红还表示，管理办法规定，终极审批权属于财政部，但财政部是彩票的监管机构，由其发牌照不太合适。" ]6 G$ P( O0 N" r! W5 g) ~% n
据王薛红介绍，虽然美国的博彩业很发达，但到目前为止仍禁止网上销售彩票。

与今年8月发布的征求意见稿相比，两个《暂行办法》正式版本变化不大：电话售彩合作单位、电话代销者注册资本不低于1000万元人民币，网络售彩合作单位、互联网代销者注册资本不低于5000万元人民币；无论是电话售彩还是网络售彩，都需经过财政部批准；彩民有唯一的、限彩票购买者本人使用的投注账户。( a, B, x$ L! [. }( W
注册资本的门槛相对较高，这将使过去上百家网站销售彩票的情景成为历史，一些规模小的网点无疑会出局。

对于网络售彩，也将全面清理检查，纠正和制止未经财政部批准网上销售彩票的行为，并按照规定条件，上报财政部批准后开展网络售彩试点。 |
