海清签名中奖票后续：彩票污损需看投注机识别

近日，有这样一则新闻被炒得沸沸扬扬，一位网友在网上晒出拥有海清和黄海波共同签名的一张双色球彩票，他说：“参加一个彩票活动的时候，偶然机会请海清和黄海波在自己刚购买的一张双色球彩票上签名。然而，当天摇奖后，我发现这张彩票中了3000元奖金！在兑奖时却被告知因彩票污损，不能给予兑现。”在表示无奈与遗憾的同时，此彩民表示，将不放弃努力争取一切机会将彩票兑奖。
( \" \8 P# }! l- s# o从网友提供的票面信息我们可以了解到，这是一张出自北京市的双色球彩票。并且该彩票的中奖号码部分清晰可见，条码区也并未受到污损。那么究竟用什么标准来判定受污损彩票能否兑奖，到底这张彩票是否符合兑奖规定。带着这些疑问记者向北京彩票发行有关部门进行了咨询，工作人员表示，已经通过互联网，知道了此事。并表示，彩票能否兑奖，光凭直观是不能够判定的，更重要的投注机能否识别该彩票。
# ^9 D! ~( _5 b% l5 w/ W+ _ 为了多方证实这一说法的准确性，记者拨通了某省彩票发行中心的相关负责人的电话，该负责人也明确表示，只要彩票能被投注机识别，那么这张彩票就可以进行兑奖。
& @5 i& K3 {& s | 同时提醒彩民朋友，不同省市的兑奖情况略有不同。北京市福彩中心规定单张彩票中奖总金额在2500元以上,以及一等奖单注中奖金额在100万元以下,中奖者须持中奖彩票和本人有效身份证件到北京市福利彩票发行中心指定地点兑奖。4 o4 ~* U# j; u- V$ j K
截至发稿时，记者获知，北京福彩中心相关负责人称：只要彩票上的重要信息可以清晰辨认，就完全可以兑奖。但对于特殊的污损情况还需要见到彩票实物后，根据该张彩票的具体污损状态来判断是否能够兑奖。 |
