4月17日，一个普通的双色球开奖日，却因为又一位亿元大奖得主的诞生，而引爆彩市——黑龙江牡丹江市东宁县一彩民独揽1.27亿双色球巨奖。为了确保巨奖得主能够安全、顺利兑取奖金，保护好大奖得主的个人隐私及人身安全，前天下午，黑龙江省福彩中心联合其他部门召开了1.27亿兑奖前期准备工作会议。福彩中心，天朝建设银行黑龙江省支行、哈尔滨市国信公证处、哈尔滨市南岗区邮政派出所等负责人和工作人员参加了会议。会上，各部门负责人纷纷表示将认真做好大奖得主兑奖前的各项准备工作，随时迎接大奖得主前来兑奖，为大奖得主保驾护航。+ |4 m W( z; g# v7 N

福彩开辟绿色通道

" i; I: u9 I n6 s+ j会上，黑龙江省福彩中心相关负责人向各部门介绍了1.27亿兑奖工作实施方案，并根据方案要求与相关部门共同商讨兑奖工作的实施细则，相关部门根据兑奖需要做好各项准备工作及相关措施。据了解，相关部门已指派专人负责本次大奖的兑奖工作，福彩中心已为1.27亿大奖得主开辟绿色通道，各项兑奖工作及保密措施都已准备完毕，随时准备为大奖得主进行兑奖工作;天朝建设银行黑龙江省支行为此次兑奖工作制定了具体兑奖方案，准备用押钞车护送，并为大奖得主准备专门VIP兑奖室，并与大奖得主签署保密协议;哈尔滨市国信公证处为此次大奖的兑奖工作进行全程监督，并做现场公证;哈尔滨市南岗区邮政街派出所负责维持兑奖现场秩序，如有不法分子扰乱兑奖现场或采取诈骗手段前来兑奖，警务人员会对其进行依法处理。7 g/ l9 U/ ^8 i2 O5 y

据时报记者了解，黑龙江福彩中心曾有过高额巨奖奖金的兑奖经历。在2007年10月第07119期的双色球游戏开奖中，黑龙江彩民曾中出过奖金额高达6500万多元的一等奖，这也是当时国内单期彩票中奖的最高纪录。当时黑龙江省福彩中心也为这位中奖得主制定了专门的兑奖方案，使其顺利快速地领走了奖金。; y1 M K! ]7 o2 p

另外，根据《彩票管理条例》的相关规定，大奖得主应当自开奖之日起60个自然日，持中奖彩票及本人身份证到黑龙江省福利彩票发行中心(哈尔滨市南岗区东大直街183号)办理兑奖手续，逾期未兑，中奖奖金则纳入到福彩公益金 |
