舆论热度持续不减在于中奖者的身份始终未能公布。赞成公开者认为，“彩票奖金直接来自于广大购买彩票的社会公众，公众自然有权知道大奖究竟归属于哪位幸运者。”而一些论者认为，我国《彩票管理条例》明确规定：“各级销售机构(包括零售商)对中奖者的个人信息负有保密责任，未经中奖者本人同意，不得对外公开中奖者的个人资料。”另一种比较中肯的看法是，中奖者身份可以不公开，但大奖产生的程序应该是公开的。; Z* v; j! q* p( J9 X( x7 V3 R

要不要设立“彩监会”，也是舆论争论的一个焦点。在新京报网的调查中，77.84%的网友选择应该设立“彩监会”，认为用处不大的占19.76%，表示不关心的占2.40%。这说明，设立独立的彩监会，加强对彩票发行的监管，代表了多数人的声音。但也有论者认为，与其花纳税人的钱，再养活一个多余的“彩监会”，不如完善现有的监管机制、整合现行的ZF职能。 |
