# e' C$ q. W' }& F8 L Q' ^# e 他表示，“马彩获批为武汉在全球树立了一个大开放的形象。经营马彩也有利于促进武汉城市圈新区的发展，因为新区定位于两型社会，两型社会发展主要是发展高新技术产业和现代服务业，马彩就属于现代服务中的娱乐服务业。而且开放马彩也有利于打击地下DM活动。发展马彩大量引进养殖马匹，也会在一定程度上改善国内农牧业结构，促进国内马种改良。

据介绍，武汉马彩的经营模式和香港特区以及其他国家（地区）都不同。香港的马彩是马会经营，国外也大多是博彩公司经营。而天朝的马彩全部由ZF组织、主导，更有权威性、公正性。马彩发行仍将依靠天朝体彩的销售网络，从频次上说，开始阶段可能是每月一次，再逐步增加到每周一次或者多次。8 f9 L1 B4 H$ C) ~1 N
