美敦促日本切断加密货币矿商与俄联系 旨在进一步从金融上孤立俄罗斯

金融时报消息，美国外交官呼吁日本加强对该国加密货币交易所和矿商的压力，敦促他们切断与俄罗斯的联系，以进一步在金融上将俄罗斯同外部世界隔离。据知情人士透露，美国外交官的要求是针对日本31家官方许可的加密货币交易所中仍在俄罗斯运行的几家。两位熟悉此事的人士说，美国外交官要求东京停止设在西伯利亚伊尔库茨克地区的加密货币采矿业务。该地区受到加密货币挖矿业务的青睐，因为其温度相对较低，冷却需求较少，而且有低价的水电供应。据接近三家交易所的人士透露，作为回应，日本金融厅（FSA）的代表再次要求他们所监督的日本交易所切断任何现有的跟俄罗斯在加密货币上的联系。自俄乌战争以来，在制裁俄罗斯和尽量减少日本在俄罗斯的业务方面，岸田文雄首相的政府一直坚持同美国和其盟友保持一致。 
日本金融厅负责监管该国的加密货币交易所，并在俄乌战争发生后做出了迅速的反应。3月14日，日本金融厅正式要求加密货币交易所监控任何涉及受制裁的个人或实体的资产流动的账户或交易。这一要求是在对日本《外汇和外贸法》进行紧急修改之后提出的，该法将加密货币和其他数字资产纳入其保护范围，并加强了政府的权力，以阻止它们流入和流出日本。据知情人士透露，日本金融厅的通知并没有直接要求交易所关闭任何俄罗斯业务，但一些公司却是这样理解的，当月就有几家交易所停止了在俄罗斯的运行。加密货币交易所DeCurret表示，在俄乌战争发生和接到日本金融厅的通知之后，它已经决定暂停在俄罗斯的业务。不过一些交易所和加密货币挖矿企业已经发展出一个复杂的子公司网络，从而继续与他们的俄罗斯业务合作。知情人士透露，美国外交官也提出了这一指控。 一个交易所的前负责人在匿名的情况下证实，日本的加密货币交易所最近遇到了更大的压力，就是被要求将所有采矿或后台业务迁出俄罗斯。但该人士补充说，他们知道至少有一家交易所决定维持其在俄罗斯的业务，通过在新加坡设立一家空壳公司并通过该公司进行支付来规避这一规定。
