中广网北京6月14日消息（记者费磊）据天朝之声《央广新闻》10时23分报道，公安部昨天（13日）在京召开新闻通气会，通报了打击网络DB专项行典型案例。
1 H7 B# c( p i% D5 L0 { 昨天公安部的会议重点是针对赌球、视频DB、私彩DB和游戏DB四类网络DB活动予以了介绍。在昨天的会上重点介绍了江苏南京民生网络赌球案还有广东珠海的国际会网络赌球案，以及广东东莞的516特大网络DB案，这三个DB案的特点都是和赌球有关。 , t. r; [6 \- \+ t, o
以珠海的国际会网络赌球案为例，在10年4月25日，广东珠海公安机关破获了这起案件，主要的涉案人是几名香港人。他们在2006年出资设立了国际会DB网站，在港澳和广东珠三角地区层层招募股东，设为总代理代理一直到底下的会员在全国各地可以说大肆开展网络违法DB活动。截至案发时，DB团伙大股东12名、总代理288名，代理是869名，会员达到近六千多人，遍布全国各地。
' t, e, W1 N8 @: e# p! I7 s 仅09年一年的投注额就多达1千多亿元人民币，同样的广东东莞147DB案也是通过香港的一家147DB公司在大陆地区做DB网站的地区代理，发展境内下线。在5月16日东莞公安机关查获了犯罪嫌疑人26名，其中香港籍人员是6名，这些案件都有一个重大的特点就是内外勾结，它是利用境外的DB网站在大陆境内设立搜索引擎代理，提供网络服务代码。另外就是在大陆地区发展代理商或者是向总代理、会员来进行网络DB，这是一个内外勾结的特点。
2 v- r5 m1 l8 }7 x3 h. f 第二就是赌资都是通过第三方支付，警方发现地下钱庄和第三方支付清算公司成为了网络DB资金流转的自负平台。像江苏南京民生案平在短短两年多时间里，一家上海的第三方支付网络平台就为境外20多家DB网站收取了赌资高达36亿人民币，可以说网络DB有一种高科技和非常隐蔽的手段采取这些措施。 3 ]( W8 p1 k% M
针对世界杯期间网络赌球猖獗的现象，公安部昨天也重申要严厉打击尤其是世界杯期间组织赌球活动，主要是要打击网络DB活动相关利益链条，重点是打击为DB网站提供推广服务的搜索引擎、赔率网站甚至是做广告的广告链接网站。还有一些为DB网站提供网站代码的，为参赌人员提供投注软件的开发商的，还有就是要打击为DB活动流转资金进行支持的第三方支付平台和地下钱庄。 $ I& v% r1 [( b! c3 Z, Y
最近据了解，最高人民法院、最高人民检察院和公安部也会联合出台相关指导意见，专门针对DB活动提供技术支持，程序开发、网站出租、投放广告这些犯罪活动进行定罪量刑，在以前法律条文当中这方面可以说是空白，目前最高法、最检法、公安部将会联合出台指导意见，这方面的相关法规也会在近期出台。 |
